Your HostV VPS service plan includes 2 Dedicated IP Addresses, these can be used for your sites, as well as for custom nameservers. Custom nameservers are "ns1.yourdomain.com" and "ns2.yourdomain.com" instead of (for example) "ns1.hostv.com" and "ns2.hostv.com", this allows you to brand your services, and ultimately have full control over your DNS, and if you resell hosting service on your VPS plan, it also allows full transparency of the HostV service, so your clients do not see our name at all when they use your service.
The first step in setting up your custom nameservers, is determining your IP addresses. These are included in an E-Mail to your billing E-Mail address, once your VPS account has been setup. Once you receive this E-Mail, there will be a line such as:

Initial IP Allocation: 11.222.33.44, 11.222.33.45

The line you're looking for is the last one, including your Initial IP Allocation. These two IP addresses are what you will use to setup your nameservers. In this case, our nameserver IPs are 11.222.33.44 and 11.222.33.45. (These will be different for your account, do not use these IPs for your setup, these are example IPs for the purpose of this tutorial.)
So, we have determined our IP addresses, and we will be using ns1.yourdomain.com and ns2.yourdomain.com as our nameservers. We can then use WHM to assign these IPs to our domain nameservers. Your WHM login details will also be in your VPS Setup E-Mail. Login to WHM using these details, so we can perform the server-side configuration of your nameservers.
Once logged in to WHM, the link at the very top titled "Basic cPanel/WHM Setup" is where we want to go, click on this link. Once on this page, scroll down until you find the entry titled "Primary Nameserver."
For your primary nameserver, enter "ns1.yourdomain.com" and then choose to "Assign IP Address" using the button to the left, make note of the IP address assigned to this nameserver. And then follow through the button to complete the "Add an A entry for this nameserver" process. Afterwards, enter for your "Secondary Nameserver" (next box down) "ns2.yourdomain.com" and then continue with "Assign IP Address" to the left of this entry, make note of the IP address assigned to this nameserver, and then continue with the "Add an A entry for this nameserver" process using the link to the left of the entry.
Once this is complete, you will have the server side configuration completed, and you will now have IPs assigned to your nameservers, such as:

This you will need to take to your domain registrar. For this tutorial, I will go over the process for registering nameservers using the Cirtex domain registrar service, but if you are with any other registrar, the process is very similar.
To register your new nameservers on your Cirtex domain name, simply login to your billing account at
https://billing.cirtex.com/, and click the "My Sites -> My Domains" link at the top. Click on your domain name in the list of domains presented. Once on this page, you will see a "Register Name Server" link to the left, click this link to continue.
Now we will register the nameservers one at a time, so enter the first nameserver "ns1.yourdomain.com" in the top entry box, and the IP address for this nameserver "11.222.33.44" in the second entry box titled "IP Address" and then click "Submit Changes." Do this process again using "ns2.yourdomain.com" and the associated IP address for your secondary nameserver, in this case "11.222.33.45" and click "Submit Changes."
Now your nameservers are ready to be used. You may supply these nameservers to your clients for them to use for their accounts hosted with you, and you may also use these nameservers for your own domain hosted on your VPS immediately after the nameserver registration process has been completed.
