I have several sites on other servers AND a reseller account with Cirtex.
My questions are as follows:
1. I have a license for WHMCS on another server. can I use it here if I use the current domain name here also.

2. Do you offer the abilty for me to sell resellers accounts (offer WHM to my clients)

1) Usually software licenses are registered for IP addresses and not the domain names but this really depends on the software provider. You should ask whoever you purchased the license from to ask if changing the IP address will affect the license.

2) With a VPS you will be able to create users with reseller permissions which means that they will have limited access to WHM.

If you purchased the whmcs license from whmcs themselves then you can login to the client area for whmcs - and click the Reissue license link while viewing your license. Once your whmcs is on the new ip/location it will regenerate your license with the new ip upon the first login.
