overselling options & WHM fees?

I have a few questions because I plan to buy VPS the next month.

1. Can I set up my VPS to oversell?
2. Are there any additional fees for fantastico/WHM?
3. Will it support iPanel from www.ihostdev.com because I plan to give hosting.

2) No there is not, all is included.
3) Yes we can customize your VPS to make it work.
