Depends on how its design. I think you severely limit yourself if you do not use CSS.

CSS is just way too essentials for real good design. If you're not using CSS then that means your back to the limited HTML 1.0

Flash.... But generally I'd say CSS is needed. I am not fond of 100% flash based websites

Flash does not have anything to do with CSS. Flash is its own and if you're like me you just have it disabled leaving it meaningless on a site.

To answer the first question, "yes", but what could probably be the best might be just good because of your lack of use of CSS.

Yes flash is completely different from CSS , I was only mentioning it because it was the first thing that came to mind when thinking about a website without CSS. Though I do agree with you on disabling flash, rarely is it useful. And worst of all my iPhone does not see it

Not mention too that flash can be conventionally dangerous because they contain action scripts that can act just like java.

When you embed flash make sure to add to its most corruption action that the members in your community and embed flash will not corrupt your site.
