Is there anything more that can be done to stop a DDOS attack other than just software?

Maybe not make enemies with anyone but then again you will always have enemies once you are online.

I notice that big networks get attacked often and I wonder if it has anything to do with the global cyber wars?

it could be but it is likely just someone going after someone on a host and so you get affected by being in the cluster.

These days there are also a lot of wannabe hackers who want to test their skills and choose any old server they think they can have a run at.

I seriously think these attacks come from outside sources as in other countries such as China where their cyber wars are gaining ground.

Attack back! That is probably the only way you can make it stop because if they are too busy dealing with your attack then they won't have the time to attack you.
