What's a good site builder script that you can give customers to create simple pages?

There are some built in ones via Cpanel that you can use but it depends on how you plan to 'give them' it to use.

The best scripts were written in perl and I doubt anyone has done anything in php yet.

I do not want a CMS I want something that allows you to select options and it creates it for you.

I used to see a lot of scripts like this just before 2000 but they disappeared when people started using forums.

There are some amateur ones online but they may have security holes in them so be careful when using it.

People do not want to be limited by set selections anymore that is why these scripts are no longer popular.

CMS is the way to go now and with things like Fantastico on systems most will not want that kind of thing.
