When someone joins your site do they rules at all like if you own a forum?

Read the rules of the forum you mean? Some do but most don't and you have to be reminding them to read it all the time.

Rules are meant to be broken right? The only thing you can do is ban them you can't jail or ticket them.

That is human nature. I usually trap them during registration so if they answer a question wrong they cannot register, it slows them down big time.

I could never understand how people get pleasure in being a troll on a forum, they must hate life or have nothing to do.
