Well....A coder is a person that write in a language that a machine can read. HTML is code....The server stores this code and outputs it the browser which displays a nice webpage. BUT...a web developer would be more "politically correct" in this mention. PHP is an application...therefore people that write php scripts are more known to be "coders"
